The seminar is organized by the Council of Europe at its Youth Centre in Budapest, Hungary. The aim is to bring policy makers, youth researchers, youth organizations and young people together to explore how new ways of participation can contribute to improving the access to social rights of young people from disadvantaged neighborhoods. The objectives are very generous and include:<\/p>\n<ul>\n<li>To      explore the concepts of youth participation and e-participation.<\/li>\n<li>To      explore current trends of e-participation in multicultural youth work.<\/li>\n<li>To      explore the challenges of inclusive multicultural youth work and how      e-participation can be a tool to overcome these.<\/li>\n<li>To      analyze the motivation of young people from disadvantaged neighborhoods      for e-participation, as well as the effects of e-participation on their      social inclusion and democratic participation.<\/li>\n<li>To      exchange experiences and good practices of e-participation in      disadvantaged neighborhoods.<\/li>\n<li>To      explore ways of overcoming digital divide and ensuring that      e-participation is democratic, inclusive, meaningful and empowering for      young people.<\/li>\n<li>To      make recommendations on promoting\u00a0      e-participation as a mean to support the access to social rights      for young people from disadvantaged neighborhoods.<\/li>\n<\/ul>\n<p><strong>Here&#8217;s a presentation of the results of a working group on challenges to youth participation and e-participation:<\/strong><\/p>\n<p><object classid=\"clsid:d27cdb6e-ae6d-11cf-96b8-444553540000\" width=\"500\" height=\"405\" codebase=\"http:\/\/download.macromedia.com\/pub\/shockwave\/cabs\/flash\/swflash.cab#version=6,0,40,0\"><param name=\"allowFullScreen\" value=\"true\" \/><param name=\"allowscriptaccess\" value=\"always\" \/><param name=\"src\" value=\"http:\/\/www.youtube.com\/v\/fA-10fxD-qI&amp;hl=en_US&amp;fs=1&amp;color1=0x234900&amp;color2=0x4e9e00&amp;border=1\" \/><param name=\"allowfullscreen\" value=\"true\" \/><embed type=\"application\/x-shockwave-flash\" width=\"500\" height=\"405\" src=\"http:\/\/www.youtube.com\/v\/fA-10fxD-qI&amp;hl=en_US&amp;fs=1&amp;color1=0x234900&amp;color2=0x4e9e00&amp;border=1\" allowscriptaccess=\"always\" allowfullscreen=\"true\"><\/embed><\/object><\/p>\n<p>There are some good research documents that the Council of Europe has issued so far. They include the <a title=\"revised charter on participation\" href=\"http:\/\/www.coe.int\/t\/dg4\/youth\/Coe_youth\/Youth_Participation_Charter_en.asp#TopOfPage\" target=\"_blank\" rel=\"noopener\">\u201cRevised European Charter on the Participation of Young People in Local and Regional Life,\u201d<\/a> the manual <a title=\"have your say\" href=\"http:\/\/www.coe.int\/t\/dg4\/youth\/Source\/Resources\/Publications\/Have_your_say_en.pdf\" target=\"_blank\" rel=\"noopener\">\u201cHave your say!\u201d<\/a> which is related to the implementation of the Charter with young people, the report of the seminar <a title=\"seminar on new ways of participation\" href=\"http:\/\/www.coe.int\/t\/dg4\/youth\/Source\/Resources\/Publications\/2009_Seminar_new_ways_participation_en.pdf\" target=\"_blank\" rel=\"noopener\">\u201cNew ways of participation based on information technologies\u201d<\/a> organised by the DYS in 2009 where SMART Method of Public Policy is also mentioned, and the <a title=\"agenda 2020\" href=\"http:\/\/youthministers2008.org\/documents.phtml\" target=\"_blank\" rel=\"noopener\">Agenda 2020<\/a>. The seminar is organized under the framework of <a title=\"ENTER project\" href=\"http:\/\/enter.opencontent.it\/eng\" target=\"_blank\" rel=\"noopener\">ENTER project<\/a> on access to social rights They include the \u201cRevised European Charter on the Participation of Young People in Local and Regional Life,\u201d the manual \u201cHave your say!\u201d which is related to the implementation of the Charter with young people, the report of the seminar \u201cNew ways of participation based on information technologies\u201d organised by the DYS in 2009 where SMART Method of Public Policy is also mentioned, and the Agenda 2020. The seminar is organized under the framework of ENTER project on access to social rights for young people from disadvantaged neighborhoods.
