The Romanian Government is planning to spend 500 million euros on a website that will promote Romania. This is indeed half a billion euros! The new platform will offer online services to citizens, companies and public administrations. Entitled e-Romania, the portal will have two levels. One will contain general information, while the other will contain local information, related to counties and cities.

The main objectives of the e-Romania portal are (Source, the e-Romania Project):

  1. Providing a correct image of Romania, at an international level.
  2. Increasing the level of confidence of the citizen in the Romanian Government and in its e-government services.
  3. Providing easy access to information and services to the citizens.
  4. Raising the level of trust of the national and international partners, and improving the competitiveness of the Romanian companies.
  5. Creating a unitary system, while decentralizing services.
  6. Reducing administrative costs and improving governance.
  7. Reducing the time citizens are wasting to access services and offering improved services, at reduced costs.
  8. Simplifying administrative procedures and reducing bureaucracy.

Because I could do this project with only 100 million euros and still have enough to build a house in the Romanian Carpathians for myself and all my friends, I support the seven principles promoted by the Manifesto for an open project eRomania that was initiated bu the Association for Technology and Internet (APTI):

  1. Open access to the entire content generated by the project, available on the Internet.
  2. Publish all the data obtained by the project, as open source.
  3. Re-use the content that is already available on the Internet, including the one offered by the public institutions.
  4. Use open formats and standards.
  5. Publish all the programs developed with public money, on a designated website, under open source licenses.
  6. Respect the accessibility standards.
  7. Realize projects that are needed to the public sphere and do not affect the competition within the private sector.
